Industrial development and pedestrian safety were the driving forces behind the City of Grand Island’s improvements to Swift Road. This road is the principal entrance to the Grand Island Wastewater Treatment Plant as well as the main access for trucks entering the JB Swift beef processing and distribution center. The City selected Benesch to provide a full range of services from value planning and traffic engineering to design and construction management and inspection.
Benesch implemented the Value Planning / Value Engineering (VP/VE) process to evaluate proposed Swift Road solutions based on performance, acceptance and cost. The overall goal was to identify the alternative which provided the greatest return on the City’s infrastructure investment. Once the preferred alternative was selected, Benesch designed both roadway and drainage structures as well as a pedestrian crossing solution that connected the meat packing plant and its employee parking lot.
Benesch appraised existing traffic counts and capacity in addition to potential traffic shifts prior to design. Projected traffic volumes were also used to determine whether traffic signals were warranted at any of the proposed roadway locations.
Qualified Benesch construction observers provided oversight of both quality and contractor performance. In addition, staff supplied detailed accounts of site conditions, activities performed, potential discrepancies observed and daily quantities installed. Benesch’s in-house laboratory processed material samples and provided quality assurance testing.
