SR 0061, Section 10B/16M Highway Restoration Project

The SR 0061, Section 10B/16M Highway Restoration Project will combine two adjacent projects into a single project to optimize the required maintenance and protection of traffic during construction for both projects. The SR 0061, Section 16M project extends from approx. 700-ft north of the intersection of PA 61 & 4th Street to approx. 100-ft south of the bridge carrying PA 61 over the Schuylkill River. The SR 0061, Section 10B project extends from approx. 100-ft south of the bridge carrying PA 61 over the Schuylkill River to approx. 100-ft north of the bridge carrying PA 61 over the Schuylkill River.

SR 0061, SECTION 16M PROJECT OVERVIEW

The purpose of the SR 0061 Highway Restoration project is to rehabilitate the SR 0061 pavement structure, preserve the structures which carry SR 0061 over the Reading Blue Mountain & Northern Railroad, SR 0061 over Mill Creek and replace the structure that carries SR 0061 over Kaercher Creek. In addition to milling and replacing the existing asphalt overlay, the concrete base course will be patched throughout the corridor prior to placement of the overlay. The project will also install concrete glare screen median barrier south of the intersection with Grand Street and upgrade guide rail and the highway drainage system throughout the project.

SR 0061, SECTION 10B PROJECT OVERVIEW

The purpose of the SR 0061 Bridge Rehabilitation project is to address deficient conditions present and maintain a safe facility. The project includes the removal of the existing barriers, railings and median divisor which will be replaced with new barriers and median divisor that meets current standards. The approach guiderail and transitions will be replaced. New drainage will be added along the bridge deck. The existing latex modified concrete (LMC) overlay will be replaced with a new overlay. The existing expansion joints at the piers and abutments will be replaced. In the approach spans, the existing bearings will be replaced. The steel approach spans will be spot/zone painted and steel repairs completed as required. The existing catwalk will be removed. The existing concrete will be repaired throughout the structure. Scour protection will be placed.

The project will be constructed using staged construction with a combination of short-term and long-term configurations. The primary approach for performing the proposed bridge work is half-width staged construction, shifting traffic to either the northbound or southbound direction and maintaining at least two (2) lanes of traffic (one in each direction) at all times. Appropriate temporary signing and pavement markings will be installed. Access for work in the spans over the river will be provided by a causeway, access road and a suspended work platform. Construction is anticipated to start in the Summer of 2022.

Maintenance and Protection of Traffic during construction will be combined to allow work on both projects to proceed concurrently, will maintain traffic on PA 61 for the duration of construction activities and is anticipated to consist of two main phases.

  • Phase 1 (1st construction season) – reduce traffic to one lane in each direction, shift both northbound and southbound traffic to the southbound lanes and close the existing northbound lanes.
  • Phase 2 (2nd construction season and part of 3rd construction season) – maintain single lane in each direction and shift both northbound and southbound traffic to the northbound lanes.
