Downriver Wastewater Treatment Facility Capital Improvement Program

In an effort to remain competitive and improve the level of service to its rate-paying communities, the Wayne County Department of Public Service (DPS) sought a team to rehabilitate the Downriver Wastewater Treatment Facility (DWTF). As key member of this team, Benesch prepared the basis of design development report, construction document development and permitting assistance, bid and award services and construction assistance. The structural inspection team assessed and provided recommendations for the aeration basin concrete rehabilitation. With help from DWTF operation staff, the basins were isolated and dewatered in order to perform the condition survey and inspection.

Benesch prepared an inspection report and evaluated areas of distress in all trains of the aeration basin. The team also developed a detailed structural rehabilitation and improvement design plan to improve the long-term performance of the facility.

The restoration work included repair to cracks, leaking control and/or expansion joints, roof penetrations and distressed concrete. The scope also included repair or replacement of existing interior coating systems, as well as reinforcement to existing structural components. In addition, Benesch  provided engineering services for electrical and substation upgrades, influent pump station variable frequency drive modifications and primary settling tank upgrades.
